  • MAN SENTENCED FOLLOWING RACIALLY AGGRAVATED INCIDENTS IN SOUTH OXHEY

    A man has been sentenced at St Albans Magistrates Court following a series of racially aggravated incidents in South Oxhey. 

    Gary West, aged 35, of Culverden Road, South Oxhey, was charged with racially aggravated harassment and racially aggravated section 5 public order following several incidents between May 23 and June 15 this year (2016). 

    Between these times, West targeted a black couple as they walked their young child to school along Prestwick Road. On almost a dozen occasions, he drove past in his vehicle, slowed down and made offensive noises out of the window at them. 

    West was found guilty during a hearing on Monday, October 17 and was sentenced on Friday, November 18 to 160 hours unpaid work and ordered to pay a total of £825 in compensation and costs. 

    PC Daniel Jones said: “This kind of behaviour is simply unacceptable and will not be tolerated in Three Rivers. We take all reports of this nature very seriously and I hope this sends a message out that we will deal with offenders robustly. If you believe you have been a victim of a racially aggravated incident, please contact police.”

    Justin Alan Baldwin, 43, of Water Lane, Watford. On August 15, 2016, committed fraud by false representation. Fine, costs: £635.

    Michael Shears, 49, of HMP The Mount, Bovingdon. On June 19, 2016, stole a pair of sunglasses belonging to David Clulow Opticians Ltd. Committed to prison for four weeks. Compensation, costs: £228.

    Julian Alfred Kumah, 45, of Charlock Way, Watford. On March 25, 2016, used a vehicle when the manner in which passengers were carried on it was such that its use involved a danger of injury to any person. Fine, costs: £327. Three penalty points.

    Michael Daniels, 83, of Sparrows Herne, Bushey. On January 14, 2016, used a vehicle at a speed exceeding the legal limit of 30mph. Fine, costs: £341. Three penalty points.

    Valentin Georgiev, 38, of Vicarage Road, Watford. On March 2, 2016, failed to give information relating to the identification of a driver who was alleged to have been guilty of an offence. Disqualified from driving for six months. Fine, costs: £811.

    Dylan Frederick Woutersz, 38, of Fuller Road, Watford. On September 3, 2016, used a vehicle without insurance. On same date, used a vehicle without a licence. Fine, costs: £811. Eight penalty points.

    Jon Christopher Owen, 19, of Stipling Way, Watford. On September 29, 2016, had in his possession a small amount of cannabis. Commission of a further offence whilst subject to a conditional discharge order. Fine, costs: £170.

    Sadie Attwood, 48, of High Street, Bedmond, Abbots Langley. On July 2, 2016, she was the owner of a dog which was dangerously out of control and whilst so out of control injured a person. Unless the dog is kept on a lead and muzzled in public it must be destroyed. Fine, compensation, costs: £1,470.

    Oliver Mattis, 24, of Courtlands Close, Watford. On September 15, 2016, entered a dwelling as a trespasser with intent to steal therein. Community order made. Compensation, costs: £670.

    Sam David Wicks, 27, of Exchange Road, Watford. On September 13, 2016, stole a box of perfume belonging to Boots. Commission of a further offence whilst subject to a conditional discharge order. Fine, costs: £195.

    Damian Kowalczuk, 24, of Raven Close, Watford. On March 27, 2016, used a vehicle which was unlicensed. Fine, costs: £1,006.25.

    Nagarajah Vigenswaran, 47, of Ashtree Drive, Watford. On March 11, 2016, used a vehicle which was unlicensed. On March 18, 2016, kept a vehicle which was unlicensed on a public road. Fine, costs: £633.09.
